This grabbed me! I want to keep reading about this story and what he finds on this simdeck. Hi my name is Robert gave me chills. Like meeting something in a dark alley and you can't quite yet tell if they're going to hurt you.
I also love the names of the initiatives that you used like "Humans First".
And the sense of reality in the layers of how humans might try to control AI as well as trying to search for unregistered AI. I think that that is reality in the making because there's no doubt in my mind that AI is happening all over the world in separate little pockets. Way too many people and corporations with too much money and greed for being the first.
"I can only hope our technological progress is aligned with our humanity." I think that history shows that we are terrible about this. But I also think that we learn by stepping in it, so my hope is that our learning curve is short and as painless as possible.
I'm glad it was gripping! I'm hoping, by sharing this story (and others I'm working on), there can be a wider conversation about how we (the body politic) can shape our future with AI if we think and act now.
Especially considering with super-intelligent AI, we may only get one chance if values and ethics aren't properly aligned.

Scary stuff and I hate to admit I am not up to speed on all the technical jargon but the message comes through loud and clear
Some of the "jargon" may be made up words from the sci-fi genre. Simdecks, for instance, isn't something real today.
